Hybrid heat pumps – the new Dutch standard
9th October 2026
NETHERLANDS: The Dutch government wants homeowners to switch to a smart and hybrid heat pump from 2029 when replacing their central heating boiler.
The measure does not apply to homes that will soon be connected to a heat network. Exceptions for apartments and listed buildings are also still being worked out.
The plan is for the hybrid heat pump to become the new standard when replacing the central heating boiler. In addition, from 2029, all newly installed hybrid heat pumps must also be “smart” as defined in a new Dutch Technical Agreement (NTA).
The Dutch government insists that this intermediate step gives homeowners time to further improve the sustainability of their homes, for example by improving insulation. After that, they can take the step towards being completely natural gas-free.
Homeowners and building owners are already supported by subsidies such as the ISDE, accessible and favourable financing via the National Heat Fund.
