New planning rules boost heat pump access
29th May 2025
UK: A relaxation of planning restrictions introduced by the UK government today are expected to to accelerate the take up of air-source heat pumps in England.
The changes remove the one-metre boundary rule, allow larger units and permits up to two heat pumps on detached properties.
The previous one-metre boundary rule due to noise concerns often complicated installations or made them impossible in smaller properties. The removal of this rule provides greater flexibility in heat pump placement.
The allowable size for heat pump units on domestic properties has been increased from 0.6m³ to 1.5m³, allowing larger, more efficient models. Detached homes will now be allowed to install up to two heat pumps under the Permitted Development Rules (PDR).
The new rules also allow air-source heat pumps to be used for cooling, meaning air-to-air heat pumps can now also benefit from the permitted development rights.
The updated PDR in England refers to the MCS 020 a) Standard, which replaces the previous MCS 020 Standard). Scotland, Wales and Northern Ireland installations must continue to comply with MCS 020 until further notice.
